Our client is a very well-known design and build construction company who have been instructed by a local council to design and build a new railway station and surrounding infrastructure.
The client contacted us through recommendation from a previous client and wanted to understand their responsibilities in terms of risk assessment and safety management. Railway Assurance tailored an introduction to CSM-REA presentation and delivered this in order for the client to understand the processes involved, where the safety management responsibilities lie and answer any questions that the client may have.
Once all of the deliverables and responsibilities had been acknowledged the client felt that they were most comfortable instructing Railway Assurance to undertake part of the CSM-REA responsibility, and following this initial agreement the client has now requested that Railway Assurance take project responsibility for Risk Assessment and Safety Management to ensure the project stays CSM and RIR compliant.
The initial agreement included:
Providing training for project teams when required
Producing and agreeing the deliverables with the project teams prior to works commencing
Producing the Project Authorisation Strategy and System Definition documentation as required
Arranging applications for the agreement of CSM-REA/RIR Significance categorisation in accordance with Network Rail standards and the CSM-REA Regulations.
Preparing remits for the appointment of Assessment Bodies, Notified Bodies and Designated Bodies for the project
Preparing a Hazard Management plan aligned with the requirements of CSM-REA
Facilitating HAZID and HAZOP workshops
Ensuring all reasonably foreseeable hazards are collated and recorded by the project team
Supporting Hazard Identification sessions for the project
Ensuring all reasonably foreseeable hazards are collated and recorded by the project team
Following the initial agreement, the client has requested that the agreement to further include:
Managing the project team in the production and maintenance of hazard records for the project
Ensuring the correct Safety Measures and Safety Requirements have been detailed and evidenced in the Hazard Records
Assisting in the logistics of managing the Interoperability of the project and ensuring that the appropriate clause by clause evidence is provided
Acting as the single point of contact for the project with Assessment Bodies, Notified Bodies, Designated Bodies, NRAP, ORR and other approving entities
Managing the approving bodies to ensure compliance with the requirements of Railway and Other Guided Systems (ROGS), CSM, RIR and the Network Rail Safety Management System
Ensuring all relevant documentation is collated and issued within the appropriate time scales to ensure effective review for significant project.
