The Transpennine Route Upgrade (TRU) is a project comprised of providing capacity for 6 interregional trains per hour, reducing journey times by up to 15 minutes in certain areas and selective electrification of the route.

Each area is being delivered by a different delivery partner, TRU West, TRU East, TRU Central. There are also Key Outputs which compromise of several work packages across the route and are staged strategically for efficiency and minimum disruption to the current route.

Railway Assurance provided services as the CSM-REA/RIR Lead, Supported Network Rail and Jacobs. This role supported projects under TRU to ensure the successful delivery of the CSM-REA and the RIR. Specifically, the agreements with NRAP the ORR and the development of the assurance processes.

The CSM-REA/RIR Lead deliverables included:

  • Preparing a Hazard Management plan aligned with the requirements of CSM-REA

  • Preparing remits for the appointment of Assessment Bodies, Notified Bodies and Designated Bodies for the programme or individual projects

  • Production and submission of NRAP applications for all projects for endorsement and management of the NRAP processes to its conclusion

  • Supporting Hazard Identification sessions for each project

  • Ensuring all reasonably foreseeable hazards are collated and recorded by the project team

  • Managing the project team in the production and maintainance of hazard records for each project

  • Ensuring the correct Safety Measures and Safety Requirements have been detailed and evidenced in the Hazard Records

  • Assisting in the logistics of managing the Interoperability of projects and ensuring that the appropriate clause by clause evidence is provided

  • Providing training for project teams when required

  • Producing the Project Authorisation Strategy and System Definition documentation as required

  • Acting as the single point of contact for all projects with Assessment Bodies, Notified Bodies, Designated Bodies, NRAP, ORR and other approving entities
