The client is Network Rail who have a number of teams across the country involved in upgrade projects to the infrastructure of Britain’s railways.
This part of the Network Rail Infrastructure Project is the upgrade to signalling which requires carrying out the complex electrical work needed to ‘re-control’ the signals, which involves moving control of the signals from the side of the track to new, state-of-the-art operating centres.
With so many projects happening simultaneously it can be difficult to ensure required compliance at all stages of a project so the client requested the support of Railway Assurance to assist with application of the CSM-REA to the Kings Cross Re-control Project. The client felt more comfortable having an independent CSM-REA advisor who would act impartially and be readily available at the client’s disposal whenever it was required rather than relying on internal resources which can sometimes be stretched.
With the client being very experienced in all things Rail they understood that it would be prudent to transfer the responsibility for CSM compliance to a reputable assurance specialist – Railway Assurance.
The remit for this project is as follows:
Providing training for project teams when required
Producing and agreeing the deliverables with the project teams prior to works commencing
Producing the Project Authorisation Strategy and System Definition documentation as required
Arranging applications for the agreement of CSM-REA/RIR Significance categorisation in accordance with Network Rail standards and the CSM-REA Regulations.
Preparing remits for the appointment of Assessment Bodies, Notified Bodies and Designated Bodies for the project
Preparing a Hazard Management plan aligned with the requirements of CSM-REA
Facilitating HAZID and HAZOP workshops
Ensuring all reasonably foreseeable hazards are collated and recorded by the project team
Supporting Hazard Identification sessions for the project
Ensuring all reasonably foreseeable hazards are collated and recorded by the project team
Managing the project team in the production and maintenance of hazard records for the project
Ensuring the correct Safety Measures and Safety Requirements have been detailed and evidenced in the Hazard Records
Assisting in the logistics of managing the Interoperability of the project and ensuring that the appropriate clause by clause evidence is provided
Acting as the single point of contact for the project with Assessment Bodies, Notified Bodies, Designated Bodies, NRAP, ORR and other approving entities
Managing the approving bodies to ensure compliance with the requirements of Railway and Other Guided Systems (ROGS), CSM, RIR and the Network Rail Safety Management System
Ensuring all relevant documentation is collated and issued within the appropriate time scales to ensure effective review for significant project milestones.
